Please extract the downloaded OCR files and place them under C:/Programdata. Check the path for the OCR files in the OCR tab (Administration/General Settings) and correct it if necessary, e. g. C:/ProgramData/Tesseract-OCR/tess4/fast/tessdata (or best/tessdata)
